A master plan for a 3,000 km rural district in Southern Sichuan along 70km of GuLin and ChiShui rivers, the proposal looks into a 50 year horizon for an emerging city of 200,000 people, with provisions for environment protection of major watershed, protection of scenic environment and its fragile water supply, with consideration to future population growth that will support growth in agricultural, eco-tourism, whisky-making and an emerging coal industry.
